Luis Horta e Costa graduated from the University of Minnesota in 1999 with a Bachelor of Arts in International Relations. He worked in the political sector between 1999 and 2004, first as a Foreign Policy Intern with the Congressional Hispanic Caucus Institute and then as an Intern for Congressman Bob Filner. Since 2004 he has been self-employed as a professional marketer specializing in international marketing strategies.
